Carter Consulting of Ohio, LLC is known for outstanding work in healthcare administration and information technology. Carter Consulting has over 27 plus years of experience as an experts in administration, program management, data management, and strategic leadership. The team, which will be assigned to this project, will provide multiple solutions designed to help streamline business operations, identify the technical and operational requirements for any future state data management and decommissioning activities. Carter Consulting is known as a “Trusted Advisor” to their clients. Our expertise is in reviewing the data management life cycle from discovery through decommissioning activities while enhancing communication through strategic relationships and collaboration. Carter Consulting has extensive experience in various healthcare applications including, but not limited to, Cerner, EPIC, Allscripts, and other retired legacy applications. Our resources are certified by the Project Management Institute (PMI) in project methodologies based on the (PMBOK). These methodologies are utilized to appropriately apply and design implementation techniques for each project. While at the same time, identifying key issues, solutions, and delivering agreed upon milestones. Carter Consulting’s mission is to positively impact the healthcare industry by providing professional resources and solutions to meet the needs of our customers. Carter Consulting prides itself on collaborative planning, strategic communication with shareholders, and focuses on quality assurance through continuous improvement activities. Our President/CEO

Donna Carter is the CEO and Principal Owner of Carter Consulting of Ohio. She obtained her degree in Healthcare Administration from Ohio University. She is a proud member of the American College of Healthcare Executives (ACHE) and Healthcare Information and Management Systems Society (HIMSS). Donna is also certified by the Project Management Institute (PMI) as a Project Management Professional (PMP). Over the past 27 years, she has acquired an extensive background in healthcare and information technology. Donna has held numerous administrative and IT-based positions within well-known medical establishments including the Indian HealthCare System, OhioHealth, Aurora Healthcare, Advocate, Lucile Packard Children’s Hospital, St. Luke’s Health System, and St. Francis Health System.  Her experience in the healthcare industry has enabled  her to facilitate solutions designed to help streamline business operations, identify technical operational requirements and to be a “Trusted Advisor" to her clientele.  As a Trusted Advisor, she is often asked to provide recommendations on operational improvements designed to drive an increase in the revenue and cost savings. The Healthcare Data Management Lifecycle strategy was developed to meet the needs of many of our clients.  Carter Consulting have found our clients are facing an increasing IT footprint which has a dynamic growing cost to the organization to maintain and keep safe from breaches.  Therefore, Donna has shared her expertise in managing the data and building a collaborative strategic roadmap for the data lifecycle and the application portfolio management with her clients. She spearheads the successful implementation and decommissioning of the technology based on the organization’s operational requirements and their strategic goals.  She has experience in both the public and private sectors for various large enterprise integrated delivery systems and accountable care organizations.  Since her background is operations and IT, she has many skills to utilize in order to evaluate a comprehensive approach to problem solving including strategic planning, administrative operations improvement, healthcare compliance, risk management, project and program management, human resources, finance, marketing, interoperability, informatics, data management and overall information technology.
